The government program for recycling of old cars started in Russia on March, 8th and yesterday dealers already started to accept the first old cars for recycling however the basic inflow of buyers is expected since the beginning of working week.
Reception of vehicles for recycling which are out of operation will be carried out till November, 1st, 2010. Thus it will be possible to hand over the car weighing up to 3.5 tons and aged over 10 years. In exchange the owner of the old car can get the right for the discount in the amount of 50 thousand rubles while purchasing a new car produced in the territory of Russia. The list of models of cars which are subject to discount sale in frameworks of the utilization program includes 66 models of 17 manufacturers: 17 models of Lada, 9 models of UAZ (including Hunter and Patriot), 6 models of GAZ, Fiat Albea, Linea, Ducato and Doblo Panorama, Hyundai Sonata, Accent and Santa Fe, Chevrolet NIVA, Captiva and Cruze, Kia Spectra and Sorento, Opel Antara and Astra, Ford Focus and Mondeo, Skoda Fabia and Octavia, Renault Logan and Sandero, Nissan Teana and X-Trail, Volkswagen Tiguan, Toyota Camry, etc. 1569 dealers and 153 utilizers take part in the recycling program.
According to Victor Khristenko, the minister of industry and trade, citizens who will decide to take advantage of the utilization program, can also receive additional bonuses from car manufacturers and regional authorities. In particular, AVTOVAZ and GAZ prepared a number of stimulating actions for participants of the program, Ford started production of a special version of Focus (from 389 thousand rubles with the certificate cost), the authorities of the Nizhny Novgorod and Ulyanovsk regions will give additional discounts for purchase of GAZ and UAZ production correspondingly.
The budget of the utilization program for 2010 (11 billion rubles, including 1 billion - for compensation of expenses of dealers for "auto scrap metal" transportation to stations of recycling and 50 million rubles - for the experiment organization) is planned to make it possible to pay bonuses to 199 thousand automotive owners. According to estimation of experts, it is about 13.5 % from predicted sales volume in 2010 (1.5 million cars) and less than 1.5% from the Russian car park aged over 10 years. According to the agency "AUTOSTAT", as of the beginning of 2010 more than half (51.4%) cars in our country are in this age category.
